The Planning Process
The Pearland Old Town Revitalization Plan will have four distinct phases: Discover, Plan, Refine, and Implement. The Public Engagement phase of this process begins at kickoff and concludes at adoption. Though the Plan is adopted, the community’s engagement with the project and this plan will never end as implementation begins, and community support is needed for realization. Engaging with stakeholders and the broader community throughout each phase of this process is essential to the long-term success of this Plan and its recommendations. We will have two public open houses with the broader community and focus group meetings and leadership workshops. Additionally, the Technical and Stakeholder Advisory Committees will meet four times throughout the process to shape and guide the direction of the plan.
Approach

Discover
The Project Team will go through several steps to lay a good foundation for our understanding of Old Town. We will analyze existing conditions, the market, planning efforts, and other forces. Then, we will take preliminary steps to establish roles and communication channels and a recognizable brand for the project before we begin to engage the community.
02.
Engage
The Pearland community will be intimately involved throughout the planning process. Our multi-faceted approach to engagement is designed to meet people where they are, creatively engage all ages and demographics, build trust, and facilitate meaningful conversations.
03.
Plan
The PLAN phase synthesizes all work completed in the
prior phases into the recommendations and content of the Plan. Plan recommendations will address:

04.
Refine
The Project Team will conduct a review and refinement process to verify that all concerns and comments are addressed. The draft Plan will be presented to leadership and elected officials for review. Public Open House #2 and Virtual Open House #2 will present refined alternatives, recommendations, and identified priorities of the Plan to the public for comment and feedback.
05.
Implement
Once the Plan has been refined and revised, we will kick off the IMPLEMENT Phase where we’ll begin to prepare the plan to be implemented and executed after adoption.
